If you’re brave, and tired of applying that change after every upgrade, I used <a href="http://g30rg3x.com/utf8-database-converter/" rel="nofollow">this plug-in</a> to fix things properly <a href="http://www.ardisson.org/afkar/2008/05/03/fantastico-no-longer-so-fantastic-and-other-long-delayed-wordpress-upgrades/" rel="nofollow">earlier this year</a>. Glad this post helped you find LcF’s explanation; his “hack” was very useful to me for quite a while!

If you’re brave, and tired of applying that change after every upgrade, I used this plug-in to fix things properly earlier this year.
